AERONAUTICAL INFORMATION PUBLICATION IN DIGITAL FORMAT - ELECTRONIC FLIGHT BAG (EFB)

1 PRELIMINARY ARRANGEMENTS

1.1 PURPOSE

This Aeronautical Information Circular (AIC) aims to publicize the evolution of the Electronic Flight Bag (EFB) application, as a module of the FPL-BR, which provides access to aeronautical publications in digital format.

1.2 SCOPE

This AIC applies to users who plan to operate their flights in Brazil with aeronautical publications in digital format, as well as to units involved in the management of aeronautical information made available.

1.3 DEFINITIONS AND ABBREVIATIONS

 

1.3.1 DEFINITIONS

1.3.1.1 TYPE B APPLICATION
Applications that may replace printed material, capable of making aeronautical information available to crew members at the piloting stations. They are intended for flight planning and can be used in all phases of flight. They provide static and interactive information.
1.3.1.2 ELECTRONIC FLIGHT BAG (EFB)
System (hardware + software) developed for use on the ground or in flight that allows pilots to store and view documents in digital format, as well as the use of applications aimed at aircraft operation and/or flight planning.
1.3.1.3 FPL-BR EFB
Application developed by DECEA with the aim of offering an alternative for the delivery of flight intentions and consultations to Aeronautical Information Publications.
1.3.1.4 AIRAC System
System used for prior notification of changes, cancellations or establishment of relevant circumstances, based on an internationally standardized calendar of effective dates at 28-day intervals, always on a Thursday.

2 GENERAL PROVISIONS

2.1 ACCESS TO THE APPLICATION

 
2.1.1. The FPL-BR application, EFB, Type B module is available on the App Store (Apple) and on the Play Store (Google Play). To use the Service, the user must have an updated device with an IOS (Version 12.0.0 or higher) or Android (Version 4.0.0 or higher) system, which allows the connection to the Internet (such as, for example, a connection via Wi-Fi), 3G, 4G or 5G). This is required on first access and on updating the Aeronautical Information Publication every AIRAC cycle.
2.1.2. The application can also be used when the device is not connected to the Internet; however, it is the user's responsibility to update the information contained in the most current amendments.
2.1.3. In order to ensure the proper display of information, it is recommended that the screen size of the device is not less than 9 inches, and the minimum size cannot be less than 7.9 inches, except for military aviation.
2.1.4. The application is not available for smartphones.

2.2 APPLICATION OPERABILITY

The EFB is a module of the FPL-BR application for electronic devices in board format, such as tablet and iPad, available for IOS and Android systems, enabling consultations before and during flight which are essential for planning and decision-making.

2.3 FUNCTIONALITIES ADDED IN THE NEW VERSION OF THE APPLICATION

 

2.3.1 MAP

2.3.1.1 Plotting of Visual WAC and En-Route Charts (georeferenced)
The application allows navigation on visual WAC and georeferenced high and low en-route aeronautical charts.
2.3.1.2 Plotting of aerodromes, heliports, fixes, aids and high and low routes
The application allows the georeferenced plotting of aerodromes, heliports, fixes, aids and high and low routes on the map, as well as the locations that have NOTAM in force.
2.3.1.3 Plotting of FIR
The application allows the user to geographically plot the position of Flight Information Regions (FIR) on the map in use.
2.3.1.4 Severe Convective Weather
Allows to display meteorological data geographically on the map according to the following display layers: Severe Weather Areas.

2.3.2 FLIGHT PLANNING

2.3.2.1 Creating Flight Planning with Route Plotting
The application allows the user to plot the route on the map displaying the heading and the distance between each pair of points, based on the ADEP, ADES and Route information provided by the user. In addition, the user may save a flight plan with origin, destination, route, flight level, NOTAM, sunrise and sunset and weather information.
2.3.2.2 Calculation of Total Distance and Estimated Flight Time
Informs the distance from the sum of the distance of the route legs and calculates the estimated time from the informed distance and speed.
2.3.2.3 User's Geographic Position, Altitude and Speed Information
Displays altitude information, geographic position with coordinates, ground speed and accuracy based on its GPS resources and database for AD coordinates, fixes and aids.
2.3.2.4 Annotations in Aeronautical Charts
Allows the user to make, save and share notes on aeronautical charts.
2.3.2.5 Sharing Aeronautical Publications
Allows the user to share AIP Brazil and AIP Map publications, as well as aeronautical charts.
2.3.2.6 Mathematical Formulas
Allows the user to calculate the result of user-defined mathematical formulas from values entered for each variable in the formula.

Allows the user to save and maintain records of mathematical formulas.

2.3.3 NAVIGATION

2.3.3.1 Position based on GPS
Displays to the user the coordinates and the current geographic position of the device on the map.
2.3.3.2 Plotting of Distance Radial
Allows the display of the distance radial around the device's current position indicator on the map.
2.3.3.3 True North, Magnetic North and Heading View
Allows the user to view aircraft position based on True North (NV), Magnetic North (NM) or heading direction (HD).

2.3.4 WEATHER CHARTS

2.3.4.1 SIGWX Charts
The application checks the validity of expired charts, allowing for deletion and updating. It also allows the display and sharing of SIGWX weather charts, with updates according to their validity.
2.3.4.2 SIGMET Messages
Allows the display of SIGMET messages

2.3.5 INTEGRATION WITH THE FPL-BR – FLIGHT PLAN APPLICATION

2.3.5.1 Creating an FPL Message
Creates an FPL message in the FPL-BR application from a flight plan made in the EFB application.
2.3.5.2 Creating a CHG Message
Creates a CHG message from a flight schedule and an already created FPL message.

3 FINAL ARRANGEMENTS

3.1. This AIC comes into force on 06 OCT 2022
3.2. To solve any doubts, it is also recommended that users take notice of Supplementary Instruction (IS) 91-002 Rev. D, of June 14, 2019. This Supplementary Instruction, issued by the National Civil Aviation Agency (ANAC), addresses the "Use of aeronautical information in digital format - Electronic Flight Bag (EFB)."
3.3. DECEA published ICA 53-7, which regulates the availability and use of Aeronautical Information in digital format
3.4. DECEA offers a communication channel through the DECEA Help Center, whose mission is to gather and make available content from the operational and administrative areas in support of users of the Brazilian Airspace Control System (SISCEAB) at the following electronic address: https://ajuda.decea.gov.br/.
3.5. The provisions contained in this Circular do not exclude the responsibilities provided for in other Standards.
3.6. Unforeseen cases will be resolved by the Head of the Operations Subdepartment of DECEA.
